With a Whole Family-Whole Community approach, we help individuals and families from birth through the senior years. We are responsive and address needs for finding housing and staying warm, help the unemployed and under-employed find meaningful work, help with health, wellness and family planning, help seniors live independently, help find childcare and provide early childhood school readiness, help in times of crisis and emergencies, provide relationship-based coaching, and help one another give back to our communities.
President Lyndon Johnson declared a “War on Poverty” in his first State of the Union Address in 1964. In response, Mahube Community Council, Inc. was incorporated in July 1965 (serving Mahnomen, Hubbard and Becker Counties). Almost fifty years later, in April 2012, Mahube Community Council became MAHUBE-OTWA Community Action Partnership, Inc., adding the two counties of Otter Tail and Wadena to its service area.
One of the basic principles of Community Action from the very beginning was the “maximum feasible participation” of low income people. The idea was to give funds to operate programs in local communities with the people most impacted deciding how those funds should be spent and which programs should be operated. At least one-third of our Board of Directors is democratically elected to represent low income people.
With our Whole Family—Whole Agency—Whole Community Approach, MAHUBE-OTWA fights poverty and is an advocate for the low income and elderly. We promote self-sufficiency, family stability, and vital, healthy communities. We look forward to a bright and positive future providing “Community Action” and empowering people to break out of the cycle of poverty.
Established under the Economic Opportunity Act of 1964, Community Action Agencies fight America’s War on Poverty and continue to be a primary source of direct support for the more than 40 million people who live in poverty in the United States.
Today there is a network of over 1,000 Community Action Agencies working across the country that embody our nation’s spirit of hope, that change people’s lives, improve communities, and make America a better place to live.

To ensure that we are providing the best possible services to meet local needs, MAHUBE-OTWA conducts periodic community needs assessment surveys and focus groups with our clients and community partners. In addition, we collect demographic and trend data from research sources.
MAHUBE-OTWA is a 501(c)(3) nonprofit. From the Agency’s first funding application for $48,605 to its current budget of more than $17 million, we combine financial resources from grants and private donations to support our mission and strategic plan. With an abundance mindset and a generative business model, MAHUBE-OTWA focuses on generating healthy communities by helping create solutions for family and socio-economic challenges and opportunities.
